Waste Levy Update for CCI members

The City of Toronto Public Works and Infrastructure Committee will consider a staff report that proposes a new Multi-Residential Billing System and Rate Structure for bulk (Front-End) collection customers at its June 15th, 2010 Meeting.

The report is available at  http://www.toronto.ca/legdocs/mmis/2010/pw/bgrd/backgroundfile-31085.pdf  and Appendix A at http://www.toronto.ca/legdocs/mmis/2010/pw/bgrd/backgroundfile-31086.pdf  .

The proposed new rates are posted on the City of Toronto Website at: http://www.toronto.ca/involved/statutorynotices/archive2010/may/sn_pw_061510.htm.

The proposed new rate structure removes the waste bin equivalent waste categories (small, medium, large and extra large, extra large plus excess) and instead provides a base volume allotment of 1.704 (uncompacted) or 0.852 (compacted) cubic yards per unit per year for $175.00 per unit per year.  The proposed new rate structure also includes a rebate increase from $157.00 under the current system to $175.00 per unit per year.  Any excess volume above the annual base volume allotment will be charged a standard per cubic yard rate of $12.81 (uncompacted) and $25.63 (compacted).  The per volume ratio under the proposed system will be a 2:1 compacted to uncompacted ratio instead of 3:1 under the current system.

The benefits of the proposed new billing and rate structure system include:

  1. Buildings will realize immediate financial benefit from waste volume reductions instead of being stuck in waste bin equivalent categories despite efforts to move to smaller waste bin equivalent categories and reduced charges per unit.
  2. The proposed rate structure is more in line with private sector collection rates and include no charge collection of recycling, organics, bulky items, electronics, scrap metal and household hazardous waste.
  3. The proposed billing system is less complex making it easier for buildings to understand their bills.

The new rates are expected to take effect July 1, 2010.

The City’s calculator has been updated to reflect the new rates, (please use 4.33 weeks per month multiplied by the amount of bins you use each week for a monthly total).
